Best AI Video Generators 2026: What the Free Tier Actually Lets You Download

We opened the pricing pages, payment policies, licensing docs, and credit tables of five AI video generators — Runway, Pika, Luma Dream Machine, Kling, and Hailuo — on August 7, 2026, and converted every opaque credit number into the thing you actually care about: seconds of video per month, and whether the file you download carries a watermark. What we found is that “free” means five different things, none of them what the landing pages imply.
The Short Answer
- Pika — Pika is the only tool in this lineup with a published recurring free allowance — 80 credits a month, about 30 seconds of 480p video — and its Standard plan at $8/mo billed annually is the lowest non-promo price for watermark-free export of the five.
- Hailuo AI — Hailuo's current subscription terms say Free downloads are watermarked and a one-time welcome package expires after three days, but they do not publish the package amount, a recurring free allowance, a per-video credit rate, or a retroactive clean re-download rule.
- Kling AI — Kling AI generates 3–15 second clips natively and extends them up to 3 minutes on paid tiers, but it publishes neither its free tier's credit amount nor any free-tier commercial rights.
- Runway — Runway sells its own Gen-4.5 alongside hosted third-party models in one subscription, but its free credits are a one-time 125-credit deposit, and Standard's 625 monthly credits are 52 seconds of Gen-4.5 video.
- Luma Dream Machine — Luma Dream Machine watermarks both its free tier and its $9.99 Lite plan — permanently, per its own licensing page — while clean export starts at the $29.99 Plus plan and API output is watermark-free on any tier.

What We Checked, and How
Every number in this post was read on the vendor’s own pages — no aggregator summaries — and each figure links to its source with the date we checked it. The seconds-per-month column is our arithmetic on the vendor’s own published credit rates, at each tool’s default model and base resolution, with the math printed next to every figure.
One honest caveat: we have not yet created a free account on each tool and inspected the downloaded file ourselves. That standing test — same prompt, default settings, check the corners — is queued, and its exact procedure is in our full methodology. Until it runs, every watermark verdict here is the vendor’s own stated policy, marked (*). Verdicts will flip to firsthand the day the downloads happen, even if a download contradicts the vendor’s docs.
Three patterns emerged from the docs alone:
- All five reserve clean export for paid plans. Three vendors say it in writing (Runway, Hailuo, Luma); two imply it by listing watermark removal as a paid feature (Pika, Kling).
- Only one free tier has a published recurring allowance. Pika’s 80 credits arrive monthly. Runway’s 125 credits are one-time; Hailuo’s welcome package expires in 3 days but its current terms do not publish the amount or a recurring allowance; and Luma and Kling never publish their free amounts — Kling says it gifts login credits monthly but calls the amount “subject to platform announcement.”
- The cheapest paid tier is not always the clean one. Luma’s $9.99 Lite keeps the watermark — permanently. Clean export there costs $29.99.

1. Pika — Best Free Tier
Pika’s free tier is the only one in this lineup that publishes a real recurring allowance instead of a one-shot trial: 80 credits every month, image-to-video only, capped at 480p. At Pika’s own posted rate of 12 credits per 5-second 480p clip, that’s six clips — about 30 seconds — every month, forever, without paying. The watermark policy is the one thing Pika doesn’t say outright: “Download videos with no watermark” appears on every paid plan’s feature list and is conspicuously absent from Free.

Documented Policy Limits
2. Hailuo AI — Documented Policy Limits
Hailuo’s accessible subscription terms are clear about the decision that matters at export: Free downloads include a watermark, and Standard subscribers and above can download without one. Standard is listed at $14.99 per month with 1,000 monthly credits. The same terms say a new user receives one welcome package of credits which expires after three days, but do not publish that package’s amount or a recurring monthly Free allowance. That makes a Free monthly seconds estimate impossible without guessing.
We also removed the old claim that upgrading lets you re-download earlier Free generations without a watermark. The current accessible subscription terms do not state that policy, nor do they list a current per-video credit rate that would support a Standard seconds estimate. Those are unknowns rather than evidence of a negative policy. We have not generated or inspected a Hailuo download ourselves, so the watermark result remains vendor-reported.

Kling’s headline capability is length: clips run 3–15 seconds natively on VIDEO 3.0 and extend up to 3 minutes total on paid tiers, with native 4K at a published 30 credits per second. Its pricing is the least legible of the five, though. The free tier’s monthly login gift has no published amount — Kling’s own policy says amounts are “subject to platform announcement” — and the plan cards stack a first-month discount, a renewal discount, and an annual discount, each a different percentage. We recorded list prices and noted the promos rather than letting a temporary discount pose as the price.

Runway’s pitch is breadth: one subscription covers its own Gen-4.5 plus hosted third-party models like Veo 3.1, with published per-second rates for each. But it’s the least free “free plan” here — 125 credits that never refresh, can’t be topped up, and can’t touch Gen-4.5 at all, since the flagship model requires Standard or higher. And the flagship is expensive per second: Standard’s 625 monthly credits are 52 seconds of Gen-4.5. We also found Runway’s own pricing page contradicting its own help center on Gen-4 Turbo yield (104 vs 125 seconds per 625 credits) — we published both numbers rather than reconcile the vendor’s math for them.

5. Luma Dream Machine — Best for API Users
Luma is the trap in this comparison, and its own licensing page is what documents it. Free-tier and Lite-tier output is watermarked and personal-use only — so the natural move of “pay the $9.99 tier to lose the watermark” buys you nothing. Worse, the watermark is permanent: upgrade later and previously generated files stay marked. Clean export starts at Plus, $29.99/mo. The loophole is the API: Luma’s docs say API output carries no watermark and is cleared for commercial use regardless of tier — which makes Luma the odd pick that’s worst for casual web users and genuinely useful for developers. Add the mid-2026 “Luma Agents” rebrand running two live plan families at once, and reading Luma’s pricing carefully matters more than for any other tool here.

Not from these five, according to their own published policies. Runway, Hailuo, and Luma state outright that free-tier videos are watermarked; Pika and Kling list watermark removal as a paid-plan feature only. The cheapest documented ways out are Pika's Standard plan ($10/mo, or $8/mo billed annually) and Kling's Standard plan ($10/mo list). We haven't yet run our own free-tier downloads to confirm each policy in the file itself — those verdicts carry a (*) until we do.
Which AI video generator has the best free tier?
Pika, by structure rather than size: its 80 credits renew every month, worth about 30 seconds of 480p video at its published 12-credits-per-5s rate. Every other free tier here is weaker than it looks — Runway's 125 credits never refresh, Hailuo's one-time welcome package expires after 3 days but has no published amount or recurring allowance, and Luma and Kling don't publish their free allowances at all.
How many seconds of video does a paid month actually buy?
Converted from each vendor's own credit rates at base resolution: Pika Standard buys about 290 seconds of 480p for $10; Kling Standard about 165 seconds of 720p for $10, using Kling's own 33-videos equivalence; Runway Standard 52 seconds of Gen-4.5 for $15; and Luma Plus about 500 seconds of Ray3.14 720p for $29.99. Hailuo's current accessible subscription terms list 1,000 Standard credits at $14.99 but not a per-video credit rate, so we no longer print a seconds estimate. Model quality differs, so these are volume comparisons, not quality rankings.
Does upgrading remove watermarks from videos I already generated?
It depends on the vendor, and documentation is often incomplete. Luma's licensing page says the watermark 'cannot be removed, even if you later upgrade', so files generated on Free or Lite stay marked forever. Hailuo's current accessible subscription terms say Free downloads are watermarked and paid downloads are clean, but do not state whether older Free generations can be re-downloaded clean after upgrading. Runway, Pika, and Kling do not state a policy here, so we do not claim one.
Why do some verdicts carry a (*) mark?
A (*) means the verdict comes from documentation — here, mostly the vendor's own policy, licensing, and pricing pages — rather than from our own hands-on export test. We keep those two kinds of claims structurally separate: the moment we run our own free-tier download of a tool, the firsthand result replaces the reported one, even if it contradicts the vendor's docs. Is Luma's $9.99 Lite plan watermark-free?
No — and this is the most expensive misread in the lineup. Luma's licensing page puts Lite in the same bucket as Free: watermarked output, personal use only. The first watermark-free web plan is Plus at $29.99/mo ($23.99 billed annually), two to three times the price of the other four tools' entry plans. The exception is Luma's API, whose output the docs describe as watermark-free and commercial-use on any tier.
